Telephone numbers in area code 678 were first assigned to customers signing up for new telephone service on January 15, 1998. When it changed to 10 digit dialing people started having to remember area codes all the time. When 770 came out people started writing 7/ as short hand for the area code, so when 678 was introduced it was treated the same way with a 6/. Atlanta had 10 digit dialing before the rest of the country so it's probably not common in most other areas.
