A floating dock, floating pier or floating jetty consists of a platform or ramp supported by nautical floats. It is sometimes joined to the shore with a gangway but can be laid out the whole way from the shore to the end.
It was first assembled into individual boxes that were joined in multiples to construct docks, causeways, barges, dry docks, floating cranes, marine railways or whatever was needed. Capt. Carl A. Carlson CEC of the War Plans Office came up with the concept of NLPs in 1935, [1] but it was in 1940 that the US Navy looked at the idea more seriously.
Mobile Offshore Base. Mobile offshore base (MOB), sometimes called a joint mobile offshore base (JMOB), is a concept for supporting military operations beyond the home shores, where conventional land bases are not available, by deploying on the high seas or in coastal waters, in-theater multipurpose floating base assembled from individual platforms.

The dock piers were code named "Whale". These piers were the floating roadways that connected the "Spud" pier heads to the land. These pier heads or landing wharves, at which ships were unloaded each consisted of a pontoon with four legs that rested on the sea bed to anchor the pontoon, yet allowed it to float up and down freely with the tide.
