University Grants Commission is the body responsible for funding most of the State Universities in Sri Lanka, and operates within the frame work of the Universities Act No. 16 of 1978. A public organisation, established under the Parliament Act No 16 of 1978.

It collaborates with foreign universities and allows students to follow those courses in Sri Lanka. The Centre for Postgraduate Studies or 'PG Centre' at IIT was started in 2001 with a collaboration with Keele University, England, to conduct Keele MSc programmes in Sri Lanka. More than 250 students have gained their MSc degree from Keele. [1]
It offers four postgraduate degrees in total, namely, M.Sc., M.Phil., MBA and Ph.D. in agriculture. PGIA's Master of Business Administration (MBA) degree program was initiated in 1998 and is the first such Programme offered in Sri Lanka outside Colombo, and the third to be offered by a public university in the country.
