I received the following permission to use the image Budgerigar_Dabb.jpg. Boilerplate text was used to request permission, and all the text was quoted back. The most relevant bits of my text are preserved below, in addition to the entirety of the copyright holder's response. Complete text was forwarded to permissions at wikimedia dot org.
The following set of instructions should only be used if something on the Commons site does not suit you.
