On a cold and cloudy morning, after a period of heavy rains and thaw, a Floyd County school bus loaded with 48 elementary and high school students bound for school in Prestonsburg, Kentucky struck the rear of a wrecker truck on U.S. Route 23 and fell down an embankment into the swollen waters of the Levisa Fork of the Big Sandy River, where it was swept downstream and submerged.
Floyd and Sandy O’Dowd are being mourned by their family members and the community after they were killed in a car crash on U.S. Highway 34 last week.

Two police officers – Floyd County sheriff's deputy William Petry, who was also a former SRO at Floyd County Schools, and Prestonsburg Police Department Captain Ralph Frasure – died at the scene. A third officer also with the Prestonsburg Police Department, Jacob R. Chaffins, died in the hospital on July 1, the day after the shooting.
The Ohio State Highway Patrol was assisted on the scene by the Ross County Sheriff’s Office, Ross County Coroner’s Office, and Union Township Fire and EMS. The crash remains under investigation.
