Administrator of Chandigarh is appointed by the Union President under article 239 of the Constitution of India. Since 1984 the Governor of Punjab has acted as the administrator of Chandigarh. His official residence is Raj Bhavan, Punjab in Chandigarh. [1]
The other three union territories—Chandigarh; Dadra and Nagar Haveli and Daman and Diu; and Lakshadweep—are governed by an administrator. Unlike the lieutenant governors of other territories, they are usually drawn from the retired officer from Indian Armed Forces, Indian Administrative Service (IAS) or Indian Police Service (IPS).
When Punjab was divided, both Punjab and Haryana claimed the new city for its capital. Pending resolution of the issue, the Central Government made Chandigarh a Union Territory (under Section 4 of the Punjab Re-organisation Act, 1966, with effect from 1 November 1966) with its administration functioning directly under the Central Government.

Chandigarh being a city-state, and a Union Territory does not have a legislative assembly of its own, even though it hosts the legislative assemblies of two states Punjab & Haryana, being a common capital of both states. It has its own Municipal Corporation (MCC), which acts as the local governing authority of the City Beautiful (Chandigarh).
The Government College of Commerce and Business Administration (GCCBA) is the only college in Chandigarh that deals exclusively with the streams of commerce and management. Approval to start the college was granted by General (Retired) Sunith Francis Rodrigues, the then Governor of Punjab, and Administrator, UT Chandigarh in September 2006. [2]
