Now I've gone through the Oracle Support Doc "How to disable security for the reports server 12c and execute web commands" (Doc ID 2108256.1) and it still doesn't work. Is there anything I'm missing in order for me to run web commands.

While applying nls patch the following Oracle Reports objects did not generate successfully: bom reports/PT CSTGMSBK.rdf fa reports/PT FAS401.rdf fa reports/PT FAS400.rdf fa reports/PT FAS403.rdf fa reports/PT FAS480.rdf fa reports/PT FAS811.rdf fa reports/PT FASCOSTS.rdf
