Phù Yên is a rural district of Sơn La province in the Northwest region of Vietnam. As of 2019, the district had a population of 114,974. [ 1 ] The district covers an area of 1,227 km².
The centrally-controlled municipalities (the other first-level division, in addition to provinces) are subdivided into rural districts (huyện), district-level towns, and urban districts (quận) that are further subdivided into wards (phường). The district (huyện) unit dates from the 15th century.
On August 23, 1904, Vạn-bú was renamed to Sơn-la Province (Sơn La tỉnh), the provincial capital transferred to the place called as Sơn-la Town (Sơn La thị xã). From then until 1946, the province did not have any special developments, except for some prisoners' protests at Sơn-la Prison (xà-lim Sơn-la).

Its name Lạc-sơn in Kinh language is originated from the old name rú-Ra̭c (núi-Nước) in Muong language, which means "the mountain of the stream".The reason for that name is because this area has the highest terrain in Hòa Bình province and is the origin of many rivers and streams with large water reserves.
