The Norwegian Universities and Colleges Admission Service (Norwegian: Samordna opptak) is a Norwegian government agency responsible for application and admission to all public universities and university colleges in Norway for entry level degrees, either Bachelor degrees for liberal studies and some professional studies, as well as certain Master level programs in professional studies.
The six - year professional degree (cand.psychol) is as of 2024 only offered at the four traditional universities of Norway; The University of Oslo, NTNU, University of Bergen and The University of Tromsø. [11] Although attempts have been made to offer this degree at other universities, none have succeeded in doing so as of 2024.
Norway also has a number of university colleges, that are traditionally focused on vocational programs such as nursing or teacher education. Several of these colleges have received university status in recent years, and are referred to as "new universities," in contrast to the "old universities."

The university was formed on 1 January 2017 from the merger of Hedmark University College and Lillehammer University College. [4] [5] The rector is Peer Jacob Svenkerud.The university had applied to receive official university status in 2018, but this was rejected by the Norwegian Agency for Quality Assurance in Education in January 2020. [6]
From 2017, the English name is Western Norway University of Applied Sciences (abbreviated according to the Norwegian name: HVL). [ 2 ] [ 3 ] The founding Rector (President) was professor Berit Rokne, and in 2021 Gunnar Yttri, a historian, was appointed the institution’s Rector for the period 2021-2024.
The University of South-Eastern Norway is a continuation of three former university colleges and one of the newest full universities in Norway, hence its academics and alumni include notable people from before the merging.
