Rugrats is an American animated television series created by Arlene Klasky, Gábor Csupó, and Paul Germain for Nickelodeon.The show focuses on a group of toddlers, most prominently Tommy, Chuckie, Angelica, twins Phil and Lil, Susie, then later Dil and Kimi and their day-to-day lives, usually involving common life experiences that become adventures in the babies' imaginations.
To prevent having phones banned, Angelica hoodwinks Chuckie into helping her keep them with a rival petition, while Susie helps Kimi counteract. A debate on the issue between Kimi and Chuckie at a school assembly turns personal – in particular when Chuckie reveals Kimi asked for a cell phone for Christmas – and they stop speaking to each other.
Chas Finster (voiced by Michael Bell) is Chuckie's father and Kimi's step-father. Chas owns the Java Lava cybercafé, in which the kids often hangout, with his wife Kira and runs it with Betty. Kira Finster (voiced by Julia Kato) is Chas's wife, Kimi's mother, and Chuckie's stepmother. Betty DeVille (voiced by Kath Soucie) is the twins's mother.
