Rename your launcher folder "Launcher.old" and then run the Install_ESO.exe. It checks to see what files you are missing and then only downloads those. It will see the Launcher folder missing and download the latest version. I have had to do this several times in the past.
I'm currently at home, until early january, and usually, I have around 80 ping in game, and a download speed of about 800 kB/s to 1,2 MB/s. Today I noticed that the latest patch was taking an unusually long time. By the time I typed this post the download succesfully ended, but I need some advice.
I used DNS 1 = 198.153.194.50 DNS 2 = 198.153.192.50 This will connect you to the Nortons DNS database, my download speed has gone from 99+ hours to 105 mins. There are other DNS options you can put it also, just google them and try which 1 suits you.
I am sure that someone has the ability to put bandwidth caps on the CDN, but if they use that, it has been in place for a long time. Sometimes, I download fast. Other times, I download slow. I was downloading at 12 MB/s from 5am to 6am ET, today. That was the download speed reported by the launcher. The patch merge "speed" was considerably faster.
