Martinsburg was established by an act [7] of the Virginia General Assembly that was adopted in December 1778 [8] during the American Revolutionary War. Founder Major General Adam Stephen named the gateway town to the Shenandoah Valley along Tuscarora Creek in honor of Colonel Thomas Bryan Martin, a nephew of Thomas Fairfax, 6th Lord Fairfax of Cameron.

The James Rumsey Technical Institute (JRTI) is a technical institute in Martinsburg, West Virginia. It is named after James Rumsey, an American mechanical engineer and inventor from Shepherdstown, West Virginia. JRTI was founded on March 25, 1969. [1]

Shepherd became a four-year college for the training of teachers on July 1, 1930, at which time the institution began granting the bachelor of arts degree. Shepherd was authorized to implement liberal arts programs in 1943, and in 1950 the Bachelor of Science degree was added.
