As far as I understand the discussion in this thread, calling is quickest option to get the NVC case number and IIN while physical mail is the slowest method of getting the NVC case number and IIN, while email from NVC lies between these two methods.
Usually a dependent's case number is the same as the primary beneficiary's case number, except incremented (i.e. if MNL2018111222 is the primary beneficiary's number, then it's really MNL201811122202-01 and the child's would be MNL2018111222-02).
