Village councils have existed in Belize on an informal basis since the 1950s, but they were first put on a statutory footing by the Village Councils Act 1999. After the Act came into force, the first elections for village councils were held in March and April 2001. Village councils have a more limited range of functions than town councils.
Corozal Town, the main centre of the District, is peopled by a mix of Belize's races and cultures, most notably the Maya Mestizos. Spanish and English are the major languages spoken. Located within the district are the port of Big Creek (the main port of Belize's banana industry), the peninsula and village of Placencia (a popular tourist destination), the villages of Santa Cruz, Alta Vista, Georgetown, Independence, Kendal, Maya Mopan, Middlesex, Mullins River, Pomona, Red Bank, Sarawee, Silk Grass, San Roman, Sittee River and the Garifuna village of Hopkins.
