The Combined Federal Campaign (CFC) is the workplace giving program of the federal government of the United States. The program is authorized by executive order 12353 (as amended) of March 23, 1982, and is overseen by the United States Office of Personnel Management (OPM).
CFC manages and funds the Rural Telephone Finance Cooperative (RTFC), [5] an organization that provides financing to the rural telecommunications industry. CFC also manages and funds the National Cooperative Services Corporation (NCSC), [6] an organization that provides electric cooperatives with specialized financing services that supplement the financial services of CFC.

The CFC finances commodity development projects in developing states. The CFC was established in 1989. It was set up by a 1980 multilateral treaty known as the Agreement establishing the Common Fund for Commodities. As of June 2017, there are 110 parties to the Agreement and thus to the CFC.
