If they don’t agree just get a cheap company cell/mobile phone for $20 (doesn’t have to be a smart phone - use text based authentication instead) and say they have to keep it on them for authenticating their email. $20 is nothing in terms of bolstering Security and you own the asset so reclaim it upon their departure from the company.

Not sure if it’s possible but we have employees leave all the time and management wants another user to have access to the account. Generally we move it to a shared box but when the account is generic in nature like sales and not a specific person, another user will have to login and continue working. Using your personal cell phone for MFA (either accepting a call or running an authenticator application) does not provide ANY information or access to that device. Things like Yubikeys and other authentication tokens are not cheap, and we all know that users will not take care of them, will lose them or break them, etc.

Admins have Yubikeys as well as MFA apps, but everyone else is using the MFA apps on work or personal phones. Some who refused to use their phone or don’t have a smart phone got little RSA cards (kinda neat).
