As per the Constitution of India, a metropolitan area is defined as an area having a population of 10 lakh or more, comprised in one or more districts, and consisting of two or more municipalities or panchayats or other contiguous areas, specified by the Governor by a public notification to be a Metropolitan area. During the 1970s, Delhi had only four administrative districts ie North, South, Central and New Delhi.
