Early childhood intervention came about as a natural progression from special education for children with disabilities (Guralnick, 1997). Many early childhood intervention support services began as research units in universities (for example, Syracuse University in the United States and Macquarie University in Australia) while others were developed out of organizations helping older children.
This program assigned a random sample of 57 of 111 infants born between 1972 and 1977 to a full-time, high-quality educational intervention in a childcare setting from infancy through age 5 with the rest assigned to a control group. The children’s progress has been monitored over time with follow-up studies at ages 12, 15, 21, 30, and 35. [2]
Today the program is in the Administration for Children and Families (ACF) division of DHHS. [citation needed] In 1994, the Early Head Start program was established to serve children from birth to age three, in an effort to capitalize on research evidence that showed that the first three years are critical to children's long-term development.
In 1965, the Elementary and Secondary Education Act (PL 89–10) and the State Schools Act (PL 89-313) granted funds to states to help educate children with disabilities. In 1968, the Handicapped Children's Early Education Assistance Act of 1968 (PL 90-538) funded early childhood intervention for children with disabilities.
Under Title I of the Elementary and Secondary Education Act (ESEA) of 1965, SASA administers several Title I programs of supplementary instruction and other services. This includes programs such as the Improving Basic Programs Operated by LEAs and the Prevention and Intervention Programs for Children Who are Neglected, Delinquent, or At-Risk.
The intervention also included weekly visits by the teachers to the homes of the children for about 1.5 hours per visit to improve parent-child interactions at home. [70] Initial evaluations of the Perry intervention showed that the preschool program failed to significantly boost an IQ measure.
