Good luck on your housing hunting. Others have provided resources regarding timers, but with regards to whether it's a personal or an FC plot, note that FC plots are in wards 1-9 and personal plots are wards 10+. Note this may change in future, but there is usually an announcement if they are changing which wards are for FCs and which are for ...

Check each main city with housing district and look for vacancies. Your best bet to get a house is in 30 days after 5.4, as there'll be a lot of demolished houses that should appear. 45 days. Go to each city, check each ward's status at the aetheryte. There's no official tool to make it easier than that.
Additionally, between rounds 1 and 2, the average chance of success decreased by 7.36%, from an average of 11.8%. Meanwhile, the available houses had decreased from 360 to 94, a remarkable 73.9% decrease in supply. It is my assessment, that demand is far outstripping supply.

Teleport to Residential District and when you're picking the ward you can see all the plots that are available, 1-30 and 31-60. Just go through Wards 1-24, checking the plot 1-30 tab, then switch to 31-60 and go through all the wards again. To each their own, but it’s really not that bad. With the lottery it’s not going to matter how ...
If you check in the timers in game under Estate, it'll tell you whether the bidding or results process is on-going, but doesn't give how many days/hours until things end. You can, however, go to a plot up for sale to see when the bidding ends. It always ends at a daily reset (the one for roulettes). 8. rindavid.
Yes, that’s how you have to do it. I highly suggest hitting up the subdivision of each ward that you check, as there’s a second apartment building there that generally does not get as much traffic as the building in the main part of the ward. Don't forget to check the Subdivisions. Extra Apts there. Seconding the "check the subdivision" idea.

Personal housing is free game. You can absolutely transfer and bid immediately for a personal (as long as you didn't accidently bid in the world you're leaving first) No it doesn't. If you are on a NA server, you can very likely look at a large amount of houses open on the Dynamis datacenter.
