This Association was organized as a fraternal benefit society for railway clerks by five men in Portsmouth, New Hampshire in 1898. The original name of the association was the National Association of Railway Postal Clerks. The name of the society was changed to Railway Mail Association in 1904, and the National Postal Transport Association in 1949.
The SLCC provides a range of training and development opportunities for members including webinars, conferences and qualifications. The Certificate in Local Council Administration (CILCA) is an entry level qualification equivalent to an A-Level which forms the basis for a "qualified clerk" as required to exercise the General Power of Competence which was introduced through the Localism Act 2011.

On July 1, 1961, the union absorbed the National Postal Transport Association, and adopted its final name. On formation, it had 135,000 members. [1] By 1969, the union had grown to 166,000 members.
