When you are setting up your project from the (unity) Hub you can check to download which packs you will need (such as Android). The dependencies you need should be included with that (Unity 2019.2.0b4 should work if you're running into issues still).

0. Confirm your Unity editor is in the right folder location, (check below), and you should normally see a link to add modules on clicking the three dots for your install on Unity Hub afterwards. The typical location on each OS will be; Windows. C:\Program Files\Unity\Editor\Unity.exe.
