The name Kalutara is a name broken from the name Kalutota. The name Kalugantota became Kalutota and then Kalutara. One of the first occasions mentioned in history about Kalutara is because the Chola prince Parakrama Pandya Perumal made Kalutara his capital (Kalatittha).
