Here is how to speak to a real person when calling USPS customer service. It will ask for your zip. Dial your zip code. (or speak it) It will ask about privacy policy. Dial 2. (or say NO) It will ask about customer survey. Dial 2. (or say NO) It wlil start listing menu options. Dial 1. (or say PACKAGE)

"Troubleshooting help". For help with your USPS.com account, say "My Account". "Customer account". Then it checks the availability of agents.

I would suggest speaking with the post master to officially have your delivery location changed if possible. You have to say representative or agent or customer service or something like that and you’ll get a person. But in reality you should be going to your local PO. The local mail annex is the problem.
It took me hours to figure out how to navigate to get to an actual person when I called USPS customer service. Call 800-275-8777. Listened to all prompts. Once It starts giving out options, say "Carrier" then press 2. Enjoy waiting 2 hours.

It’s all about the economics. A live agent in a call center (or contact center) is the most expensive channel compare to IVR messages, auto attendants, chat etc. USPS and IRS help lines makes it most difficult to get to a live agent. If you go to a wrong dept, they usually put you back in another line.
