William Barnes was born in Albany, New York on November 17, 1866, [1] the son of William Barnes Sr. (1824–1913) and Emily Peck Weed (1827–1889). [2] His father was an attorney who helped organize the first New York State convention of the new Republican Party in 1854, and served as state Insurance Commissioner from 1860 to 1870, the first person to hold the position after it was created.
