Within Pakistan the same number can be reached by dialing either 03XZ-YYYYYYY or '0092-3XZ-YYYYYYY' or '+92-3XZ-YYYYYYY' from any mobile device or landline. In order to dial a landline number from a mobile phone in Pakistan, city code is required in all cases. However, city code is not required between landline calls within the same city.

Islamabad officially became the capital of Pakistan on 14 August 1967, exactly 20 years after the country's independence. [1] The first capital of Pakistan was the coastal city of Karachi in Sindh, which was selected by Muhammad Ali Jinnah. [1] Karachi was and still is the largest city and economic capital of Pakistan.
In 1960, the federal capital was moved from Karachi to Rawalpindi and in 1961, the Federal Capital Territory was also merged into West Pakistan. In 1966, the capital was again moved to the newly constructed city of Islamabad. In 1962, Dacca was made the legislative capital of the country due to East Pakistan's high population. [14]
