    Heh, sorry for the edits of this section. From what I can find, the highest authorized rank for the NOAA Corps is vice admiral . But, the current NOAA directives appendix 1.1 dated Nov 25, 2003, puts the rank of the Director NOAA Corps as rear admiral (uppper half). I guess this makes him feel like he has room for promotion.
