The Tax Credit Assistance Program (TCAP) is a Federal housing grant program administered by HUD which assists Low Income Housing Tax Credit (LIHTC) projects funded during 2007, 2008 and 2009. Due to the rapid growth of the city that grew from thick forests and swamps earlier in the 20th century, West Memphis was nicknamed the "Wonder City" in the mid-1930s.
