Un Yong Kim was the first President of Kukkiwon, [10] [11] and resigned from the position on 15 November 2001. [12] [13] Woon Kyu Uhm of the Chung Do Kwan was elected president on 2 March 2004. [6] The President in late 2005 was Yong Gye Um. [14] On 10 December 2009, Seung Wan Lee of the Jidokwan was elected as Kukkiwon's next President. [15] [16]

[2] The KTA continued awarding dan ranks for several years, but handed over direct dan promotion responsibilities to either the then-WTF in April 1976, according to a Black Belt magazine report, [31] or to Kukkiwon on 5 February 1980, according to historians Won Sik Kang and Kyong Myong Lee. The current president of Chang Moo Kwan is Grandmaster Kim Joong Young. Grandmaster Kim is also on the Kukkiwon High Dan Promotion Committee. The official martial arts curriculum of Chang Moo Kwan is the Kukkiwon system. Chang Moo Kwan, like all of the main Kwans, supports the Kukkiwon and the WTF.
The kwans also function as a channel for the issuing of Kukkiwon dan and poom certification (black belt ranks) for their members. The official curriculum of those kwans that joined the unification is that of the Kukkiwon, with the notable exception of half the Oh Do Kwan which joined the ITF instead and therefore uses the Chan Hon curriculum.
It, along with eight other recognized Kwans (Song Moo Kwan, Jidokwan, Chang Moo Kwan, Moo Duk Kwan, Han Moo Kwan, Jung Do Kwan, Kang Duk Won and Oh Do Kwan), formed the basis of the Korea Taekwondo Association, and the Kukkiwon. The Chung Do Kwan still issues Dan and other types of certificates from its world headquarters in Seoul, South Korea.
Kyongwon Ahn, 9th dan (), is a South Korean taekwondo master who founded the United Taekwondo Association (UTA) [1] in the United States.. Ahn was born in 1937 in Keijō, Keiki-dō, Korea, Empire of Japan, [2] and began training in the martial arts began when he was 12 years old.
