Prior to 1991, urban planners in Singapore preferred to have a strong commercial zone in the centre of the metropolitan area. Coupled with a disjointed residential developments in the northern and eastern areas, and industrial developments in the western areas of Singapore, this resulted in citizens having to travel across the island to their work or retail destinations.

Based on the latest URA Master Plan in 2019, the country is divided into 5 regions , which are further subdivided into 55 planning areas , and finally subdivided into a total of 332 subzones.
It was over the next few decades that towns within the North East Region were built up. The first new towns were Ang Mo Kio and Hougang. Ang Mo Kio New Town began development in 1973 [9] and Hougang in 1979. [10] Up until the 1990s, the North-East Region was included as part of the Rural Planning Area. [11]

In 1947, the Singapore Rural Board discussed renaming the road. Their original intention was to name it after Sir Hugh Clifford , [ 4 ] but it was eventually named as Clementi Road. It is generally suggested that the road was named after Sir Cecil Clementi Smith , who was the first British High Commissioner in the Straits Settlements .
