Looking at the link above some of the holes are in fact likely by the ground squirels. One of the ones that I am curious about is a sand hill where the interior is like a funnel. I thought initially it was some type of ant hill but, don't see any ants.

These holes appear overnight...they are exactly round like a quarter and 2-3 inches deep. They are not in grass, necessarily..but in the dirt in the alleys even! And along my new stone path ..just dirt and gravel all around it.
All of a sudden I'm getting these little holes all over one section of my lawn. They don't appear to be moles, since there aren't any tunnels..just holes that appear to be sort of punched into the turf - maybe a couple of inches in diameter and a couple of inches deep (although there is some variation in size).
Moles are pretty small....about the size of your hand. Rarely will they surface so it sounds like moles. If you're seeing multiple holes that are good size (bigger than a few inches in diameter) it is probably a groundhog. Just go find yourself a couple of badgers and let them loose...it should solve the problem
It does look like chipmunk holes to me. When I first saw one in my garden, I thought it was a snake hole, but it belonged to chipmunks. But usually chipmunk holes are a little larger than a size of a quarter. Chipmunks dig holes that are very intricate and complicated undergound.
The tool you're looking for an auger but even 1-2 person auger is still no match for rocks or roots. If it's just a few shallow holes, I would go at it with a pick and shovel. If you're planting dozen of shrubs very deep, an auger might come in handy but it still takes muscle to operate the machine.
For me, a very small yard is a plus. I hate doing yard work, mowing, weeding, etc. and I'm not a gardener. So the size of your yard would not be an issue for me. The lack of privacy would though. I'm amazed that in a subdivision with lots that small that only fences that short would be allowed.
