Orlando (/ ɔːr ˈ l æ n d oʊ / ⓘ or-LAN-doh) is a city in and the county seat of Orange County, Florida, United States.The city proper had a population of 307,573 at the 2020 census, making it the fourth-most populous city in Florida behind Jacksonville, Miami, and Tampa and the state's most populous inland city. The city held an open-bid of prestigious developers to develop the project. In 1998, the City of Orlando chose the development company Orlando NTC Partners (aka Baldwin Park Development Co.) to develop "The Vision Plan". On October 27, 1999, the city council unanimously voted in support of the purchase of the officially ceased NTC.
