The Boardwalk began as a 138-room Holiday Inn hotel with a restaurant, cocktail lounge, and meeting space with a capacity for 100 people. In the 1970s, Penthouse magazine publisher Bob Guccione offered Coking $1 million ($5 million in 2023) [2] for her property in order to build the Penthouse Boardwalk Hotel and Casino. She declined the offer, and Guccione started construction of the hotel-casino in 1978 around the Coking house, but ran out of money in 1980 and construction stopped.

In 1989, Trump paid $62 million to purchase the neighboring, unfinished Penthouse Boardwalk Hotel and Casino, including a hotel tower that had formerly been a Holiday Inn, and a nearby parking lot.
