Cedar Breaks National Monument was established in 1933. A small lodge designed by Gilbert Stanley Underwood and built and operated by the Utah Parks Company once existed near the south end of the monument, but it was razed in 1972. The Cedar Breaks Lodge was the smallest of the park lodges in the Southwest.
The visitor center was built in 1937 by the Civilian Conservation Corps (CCC) in the National Park Service Rustic style. The visitor center is located on the rim of the Cedar Breaks amphitheater, overlooking the stone rock formations. It was constructed of peeled logs with dramatically extended ends, cut to a tapered buttress shape.
Cedar Breaks, Jim Hogg and Russell Parks have boat ramp facilities for recreational boating. No camping is permitted at Overlook Park (the only free entry park on the lake). The Goodwater Trail is a 26-mile-long (42 km) hiking trail that follows the entire perimeter of the lake with trailheads at Cedar Breaks, Overlook, Jim Hogg, and Russell Park.

In 1985, the southern portion of SR-143 between SR-14 and the southern Cedar Breaks National Monument boundary was re-designated State Route 148, with no further changes to this highway. The route was designated as a Utah Scenic Byway as the Cedar Breaks Scenic Byway, with a National Forest Scenic Byway designation following on February 6, 1991.
