Baxter Stockman is a mad scientist and human enemy of the Ninja Turtles, becoming employed by Shredder in most incarnations. In the Mirage era, after creating the MOUSERS, with April O'Neil as his computer programmer, Stockman used them to commit strange bank robberies by allowing them to dig small tunnels leading into the vaults.
At the beginning of the movie, the Foot Clan, led by a scientist named Baxter Stockman, attempts to help Shredder escape from prison. Although the turtles try to prevent the escape, Stockman was able to help Shredder escape using a teleportation device. But Shredder is hijacked mid-teleport and ends up in a place called Dimension X.
Shredder later traded Baxter Stockman to Krang for the return of Bebop and Rocksteady. When Krang found no use for Stockman and decided to kill him, a fly that had been with Baxter in the disintegrator unit soon merged with him, turning him into a humanoid fly. He has occasionally plotted revenge against the Ninja Turtles and Shredder.

When the game was released on the NES, the rematch with Rocksteady and Bebop was replaced with a second battle with Baxter Stockman in his mutated insect form.
