Raynor's character is based on a character of the same name in the film Rush, whom Chris Metzen describes as a "gritty, undercover cop". Metzen also states that Raynor is a personal favorite character of his, as although he is only an ordinary man, he has personally met and worked with the most influential characters in the series.
