The National Security Personnel System (NSPS) was a pay for performance pay system created in 2004-5 under authorization by Congress for the United States Department of Defense (DoD) [1] and implemented in mid-2006.
In December 2007, the President's Pay Agent reported that an average locality pay adjustment of 36.89% would be required to reach the target set by FEPCA (to close the computed pay gap between federal and non-federal pay to a disparity of 5%). By comparison, in calendar year 2007, the average locality pay adjustment actually authorized was 16.88%.
Pay grades [1] are used by the eight structurally organized uniformed services of the United States [2] (Army, Marine Corps, Navy, Air Force, Space Force, Coast Guard, Public Health Service Commissioned Corps, and NOAA Commissioned Officer Corps), as well as the Maritime Service, to determine wages and benefits based on the corresponding military rank of a member of the services.
If the agency does not have a certified system, the maximum pay is set at Level III of the Executive Schedule ($204,000 for 2024). [6] Total aggregate pay is limited to the salary of the Vice President of the United States ($284,600 for 2024). [6] Prior to 2004, the SES used a six-level system.
Pay will be largely based on rank, which goes from E-1 to E-9 for enlisted members, O-1 to O-10 for commissioned officers and W-1 to W-5 for warrant officers. Commissioned and warrant officers will be paid more than their enlisted counterparts. Early pay grade promotions are quite frequent, but promotions past E-4 will be less frequent.
