The marquee tag is a non-standard HTML element which causes text to scroll up, down, left or right automatically. The tag was first introduced in early versions of Microsoft's Internet Explorer, and was compared to Netscape's blink element, as a proprietary non-standard extension to the HTML standard with usability problems.
For example, if rolling the mouse over a 'Buy now' link is meant to make the price, elsewhere on the page, become emphasized, JavaScript code can do this, but JavaScript needs to identify the price element, wherever it is in the markup.
JavaScript has many possibilities, for example adding text, including links, at the desired positions. This added content may depend on content on the HTML source page produced by the server; for example it may depend on HTML elements with an ID, by applying getElementById. The position of insertion may be specified by insertBefore.
The URL of the position is the URL of the webpage with a fragment identifier – "#id attribute" – appended. When linking to PDF documents from an HTML page the "id attribute" can be replaced with syntax that references a page number or another element of the PDF, for example, "#page=386".

Graphical Web browsers typically scroll to position pages so that the top of the element identified by the fragment id is aligned with the top of the viewport; [4] thus fragment identifiers are often used in tables of contents. The appearance of the identified element can be changed through the :target CSS pseudoclass. [5]
