On 4 November 1942, the Fifth Air Force commenced sustained action against the Japanese in Papua New Guinea and was a key component of the New Guinea campaign (1942–1945). Fifth Air Force engaged the Japanese again in the Philippines campaign (1944–45) as well as in the Battle of Okinawa (1945).
Although called a bombardment wing, the 309th operated as a task force, commanding the forward elements of Fifth Air Force. The 309th replaced the provisional 2d Air Task Force, which was organized on 2 August 1943 to serve as the forward element of the Advanced Echelon of Fifth Air Force in the Tsili Tsili area of New Guinea. General George C. Kenney, commander of Far East Air Forces (FEAF), developed the concept in late 1942 for an "Air Task Force“ to be located at an advanced base. The Air Task Force was to be a streamlined operational organization free from administrative duties so that it could concentrate on a given operation.

All air defense functions were transferred to 4th Interceptor Command, and the command was slated for transfer to the Southwest Pacific Theater as 5th Fighter Command. The command moved to Australia, where it was assigned to Fifth Air Force. The command controlled fighter forces, moving forward through New Guinea and the Philippines.
