It was built in 1930 by Union Electric Company during the Bagnell Dam project.

According to the U.S. Census Bureau , Bagnell has a total area of 0.60 square miles (1.55 km 2 ), of which 0.47 square miles (1.22 km 2 ) are land and 0.13 square miles (0.34 km 2 ), or 21.5%, are water.
