In the mid-1970s, more than 100,000 adults were enrolled including Southeast Asian refugees—this gave rise to the large English as a Second Language (ESL) program that is the largest program in SDCCE. On February 1, 2021, San Diego Continuing Education (SDCE) changed its name to San Diego College of Continuing Education to reflect its growth.
The Educational Technology Center opened in 2000 along with the Learning Resource Center (LRC) in 2002. This happened at the same time SDCC changed its placement test from APS to COMPASS. The Harry West Gymnasium opened in 2005, the Academic Success Center in 2009, and Career Technology Center was inaugurated in late 2010.
These tests filled school accountability requirements until the STAR (Standardized Testing and Reporting) program began in 1998. Under this program almost all students in grades 2 through 11 took the California Standards Test that reflect the state's academic content standards and a standardized test every year.
