Gender mainstreaming in teacher education policy refers to efforts to examine and change processes of policy formulation and implementation across all areas and at all levels from a gender perspective so as to address and correct existing and emerging disparities between men and women.
The basic premise is that women's development can be viewed in terms of five levels of equality: welfare, access, "conscientization", participation and control. Empowerment is essential at each of these levels. Welfare addresses basic needs, and access addresses the ability to use resources such as credit, land and education.
