Alcohol is not allowed in county parks, but the park ends at the dunes. On the sand is OK. There was an article in the newspaper last summer when Melbourne Beach was considering banning it and the head of the county parks department explicitly stated that it was legal once you're on the sand. I tried to find the article but it's been archived.
Saw quite a few killer bands at the Mason Jar a little band named Metallica played there a long time ago. Rockers which was in west Phx off Indian School.
