I played the basic rules boxed set in the 1980s when the Magic-User got one magic missile and then had to use a dagger for the rest of the adventure. I was recently excited to start playing again with my kids and 5e, which I like in general. However, even with cantrips (new to me) we still have a few spells and then pull out the ole dagger!

A finesse longbow (or crossbow, etc) can be used to attack with strength. (read the wording of the property). That makes it a great weapon for goliaths and dwarves. The main thing that makes a whip unique is that it's the only one-handed melee weapon which has reach. So we want to look for a niche where it's important to be using a one-handed melee weapon, and where we get a lot of mileage out of the reach property. It also has the finesse property, which may or may not be relevant.
The only armor a rapier has trouble against is what DnD calls full plate. Leave your legs or arms exposed and a rapier will kill you pretty damn quick. Actual earlier armor, like leather and chain, is little aid against a precise stabbing weapon.
The problem would be even worse in 5e. Its basically a Longsword that does piercing only* damage. You make good points, though we disagree, I think, on what the DnD rapier is, in the evolution of weapons a modern person might call a rapier.
