PACER (acronym for Public Access to Court Electronic Records) is an electronic public access service for United States federal court documents. It allows authorized users to obtain case and docket information from the United States district courts, United States courts of appeals, and United States bankruptcy courts.
The main purpose of the system is to fulfill the legal obligation of the Clerk of Court as custodian of court records. Each case is assigned a number in the format D:YY-TT-SSSSS where D=Division Office (most districts are split into divisions), YY=Year, TT=Type (e.g. bk=bankruptcy, cv=civil, cr=criminal), SSSSS=Sequence number.
The United States District Court for the Eastern District of Illinois was eliminated and a new United States District Court for the Central District of Illinois was created in its place on October 2, 1978. There are a few additional extinct district courts that fall into neither of the above two patterns.
A notice of electronic filing (NEF) is part of the system established by the Administrative Office of the United States Courts through the docketing and access systems of PACER & CM/ECF. PACER is a public-access system accessible by any person after registration and for a fee. [ 1 ]
