The Scottish Test Act was passed in 1681 but rescinded in 1690. Later attempts to exclude Scotland from the English Test Acts were rejected by the Parliament of Scotland . In 1707, anyone bearing office in any university, college or school in Scotland was to profess and subscribe to the Confession of Faith .
In an effort to reduce immigration, congress passed the Immigration Act of 1917. This act added a literacy test for ages 16 and above. The literacy test required one to have basic reading comprehension in any language. [5] The modern day literacy test is similar, but it requires most to read, write, and be able to speak partial english. [6]
For a bill to become an act, the text must pass through both houses with a majority, then be either signed into law by the president of the United States, be left unsigned for ten days (excluding Sundays) while Congress remains in session, or, if vetoed by the president, receive a congressional override from 2 ⁄ 3 of both houses.
