The best work around fix for a tiny cursor on high resolution settings is to install a little app called Yolomouse, replace all the default cursors with the FFXIV ones from Patrick Huard's site and then renumber all the cursor files 1 through 42. You can even resize them individually in-game to your liking.

Get Yolomouse. It's available for a few bucks on Steam, and there's probably still a free version out there somewhere. It works well in Last Epoch. I actually had this problem today and went into mouse options and made it bigger and a bright aqua color. Didn't know this existed in windows 10.
