Four beasts come out of the sea, the Ancient of Days sits in judgment over them, and "one like a son of man" is given eternal kingship. An angelic guide interprets the beasts as kingdoms and kings, the last of whom will make war on the "holy ones" of God, but they will be destroyed and the "holy ones" will be given eternal dominion and power.

The beast in Revelation 17 also suffers a severe fatal wound to the head. "His fatal wound was healed" (Rev 13:3). "The whole earth was amazed and followed after the beast" (Rev 13:4). Similarly, in Revelation 17, when the beast comes out of the abyss, "those who dwell on the earth... will wonder when they see the beast" (Rev 13:8; 17:8).
