Seems to be confusion. The epicanthic fold is the fold of the upper eyelids which covers the inner corners of the eyes. It has little do do with the presence or lack of a eyelid crease of the upper eye-lid (which is a separate issue). Hence, the name "epi-canthus" (ie., "(upon)-(the corner of the eye)").
