That iPad model cannot ever upgrade beyond iOS 9.3.5/9.3.6. Sorry. Apple ended support for all 8-10-year old iOS devices nearly 5 years, ago, in 2016.

When support from Apple ends, third party app support WILL continue for another 2-3 years MAX! So, that will be a total of anywhere from 8-11 years of device support.
