Early in its history, cattle ranching in the surrounding countryside contributed heavily to Vinita's economy. When Craig County was created at statehood, Vinita was designated as the county seat. City and county governments became significant employers. In 1935, the Grand River Dam Authority (GRDA) was created. GRDA put its headquarters in Vinita.

Methodist residents of Vinita organized this congregation in 1872, and initially met in a small, wooden structure that was built in 1876 and designated as a community church, used by all Protestant denominations in Vinita. The community church was located at 133 South Thompson Street.

He served as mayor of Vinita in 1903 and 1904. Davenport was elected as a Democrat to the 60th Congress on September 17, 1907, and served from November 16, 1907, when Oklahoma was admitted as a State into the Union, until March 3, 1909. He was an unsuccessful candidate for reelection in 1908 to the 61st Congress.
